At Molloy Consulting Engineers, we ensure the highest safety and compliance standards for public lighting across Ireland. We partner with numerous local authorities as Authorising Officer and Live Working Manager, conducting rigorous safety audits of public lighting contractors. Our expertise also extends to advisory and planning review services for local authorities, ensuring designs are safe, efficient, and compliant from the outset.

We currently act as Authorising Officer and Live Working Manager on behalf of:

- Waterford City & County Council
- Kildare, Cavan, Louth, Monaghan, Offaly, and Tipperary County Councils

- Electric Skyline
- Al Read Electrical
We were also engaged to consult on the national PLEEP mass LED replacement scheme, helping ensure safe rollout procedures across multiple counties.
What Our Audits Cover
Our safety audits are carried out in accordance with both local authority procedures and ESB Network live working protocols, and typically include:
- On-site audits of live working on ESB infrastructure
- Verification of Safe Systems of Work and Permit-to-Work procedures
- Review of Temporary Traffic Management (TTM) implementation
- Inspection of PPE, signage, vehicle positioning, and safety documentation
- Checks for compliance with relevant HSA, ETCI, and ESBN guidelines
- Post-audit reporting and corrective action recommendations
We also provide feedback to contractors and local authorities and support improvements in training, supervision, and field safety practices.

Our designs are grounded in all current national and European standards, including:
- ESB Training for Local Authority Public Lighting Authorising Officers
- Certified in Temporary Traffic Management Design – Level 1 & 2 Roads (LASNTG)
- TTM Inspection Certificate – LASNTG-accredited
- Up to date with public lighting asset protocols, ESB Network safety updates, and evolving local authority policies

Local Authority Advisory & Planning Review Services
In addition to design and auditing, Molloy Consulting Engineers works directly with local authorities to review third-party planning applications involving public lighting. We assess submissions for compliance with national standards, local specifications, and best practice in lighting design.
We also provide technical advice on internal Council projects, including new public lighting installations, upgrades, and infrastructure developments. Our role ensures that lighting proposals are safe, efficient, and fully aligned with regulatory and planning expectations from the outset.
